Run, Jessie, Run 8/13/2007 Tony Lawrence

Great news folks: Jessie Powell is running against Wayne Perkins in the Recall Election.

I hope you will join me in helping Jessie get the votes she deserves. Her positions on various issues certainly demand that. Let's run over some of the more interesting statements she has made, shall we?

First, Jessie doesn't like our fire fighters very much. She's constantly ranting on about BIG RED TRUCKS being used for personal business (actually, apparently that's the Chief's policy so that the response can be more rapid), and she seems to be really upset by the fact that kitchens were put into our firehouses. Yes, folks, kitchens: apparently Jessie doesn't want our fire fighters to be able to eat when they have to stay at the station for multi-day shifts. Or maybe she just wants them to eat in a less expensive kitchen (never mind that quality equipment pays off in a 24 x 7 operation feeding a bunch of hungry adults).

Jessie has also endeared herself to our police by saying that she saw a police officer stuff "wads" of ballots into an election box. Apparently (according to Jessie) the police also interfered with anti-casino folks trying to distribute literature, but turned a blind eye to similar actions by pro-casino voters. The implication, of course, is that the police wanted the casino and are corrupt enough to do nasty things at a Special Town Meeting.

Not even the Poll Workers escape Jessie's wrath: she says they let people without stamps onto the field! No, the stamps couldn't have washed off from sweat - it wasn't hot enough for that, was it?

Dear Jessie apparently wants to disenfranchise Oak Point voters from this election: she said to me "you don't pay property taxes so why should you care?"..

And she especially wants to suppress my freedom of speech ("stop creative writing!") These are quotes from her posts at CasinoFacts, by the way; you can read all these and more at the CasinoFacts forum (since taken down, sorry).. I couldn't make this stuff up!

Jessie apparently wants to insult our Veterans also: read her apology for an earlier opinion of our Veteran's Park here. She says there they "deserve better", but I doubt she means it. For those who don't know, Oak Point veterans put a lot of work into that park.

But the oddest thing of all is her inability to comprehend written documents. While arguing with her about fire department kitchens and corrupt police, she kept bringing up the DOR report that our Selectmen requested the State provide to us. I pointed out that the basic conclusion was that we have a structural problem in our government - something our Selectmen certainly understand and agree with. No, says Jessie: it's not that at all. Her exact words:

Thanks for the laugh, but the 'structural deficit' means that next year's revenues were used to pay this year's expenses because revenues were overstated.

Here's the actual conclusion of the DOR report. You'll find it on page 9 of the PDF version:

Conclusion - Departments complete routine, recurring tasks such as the production of payroll and vendor warrants. However, of acute concern is the reliance on short-term solutions to balance the budget, particularly the use of free cash and other one-time revenue sources (e.g., the sale of town-owned land). Reliance on such sources has kept Middleborough from maintaining its financial reserves, which is one measure of a community's fiscal health, at a level comparable to those municipalities with similar credit ratings. Disquieting, as well, is the inability of the town to conduct and coordinate fiscal planning and analysis in a way that fosters structural balance and income sustainability. However, while these are all serious issues, they are merely symptomatic of a series of structural flaws, most notably the lack of formal authority vested in the position of town manager. (emphasis mine).

In other words, Jessie reads what she wants to read, and ignores what she doesn't. She waves this report around as though it were a blanket condemnation of our Selectmen, and yet it obviously is not.

By the way, that DOR report doesn't have anything negative to say about our present Selectmen - in fact, it actually praises them at one point (see page 18 of that same report). But Jessie insists that this shows why these bums must be thrown out of office!

Another example of her reading comprehension concerns the $250,000.00 mitigation payments we are getting from the tribe. I pointed out that while it's not a tremendous amount of money, it is an annual payment (until the $7M kicks in) that we can use to help our planning. Jessie immediately popped back with

"Tony, you might want to read the stipulations in the agreement. regarding the $250K. It isn't an annual payment." (http://casinofacts.org/discuss/index.php?topic=47.120, reply #112).

Well, folks, here it is right from the agreement. I bolded the relevant parts:

Within ninety (90) days of executing this Agreement, the Tribe shall pay annually, using the Fiscal Year of July 1 to June 30, to the Town the sum of $250,000 for the purpose of mitigating the Town's staff and outside consulting costs for supporting the planning, development, and coordination of the Project, excluding costs relating to offsite permit issuance by the Town. The Town shall provide written certification to the Tribe that the Pre-opening Mitigation Payments in this sub-section are utilized for these purposes and, if requested, copies of detailed invoices of outside consultants. The payments shall continue annually thereafter until the date that Annual Impact Payments described in Section 5.C commence. The Tribe's payment shall be prorated for the first and last years.

This isn't a person I'd want reading important contracts, would you?

So, let's make sure Jessie gets every vote she deserves. I think the Fire Department and Police should work very hard toward that goal, but of course all of us have our part to play.

I hope that Oak Pointers, who "shouldn't care" because we "don't pay taxes", will turn out on September 29th and show her and the other sour grapes recall candidates just how much we do care.
